Distinguished Heads of State and Government - members of the League of Arab States!

Your meeting is taking place against the background of complex socio-political and economic progress in the Middle East and North Africa, with which Russia always has close relations of friendship and cooperation. We support the efforts of the Arab peoples to a successful future and are in favor of a solution to all the problems facing them peacefully, without outside interference.

Unfortunately, the security of many Arab countries today is under threat because of the activation of extremist and terrorist groups that capture the entire city and province, causing suffering to hundreds of thousands of civilians and destroying priceless cultural heritage of humanity. Russia strongly condemns these criminal acts which do not have any excuses.We presume that an effective fight against terrorism is impossible without the general health of the regional situation. Very important in this regard, it is an early settlement of crisis situations in Syria, Libya, Yemen, on the basis of principles of international law, by a broad dialogue and national consensus.

Of particular importance is the problem of Palestine, which is essential for the realization of the legitimate rights of the Palestinian people to establish an independent, viable, contiguous state with its capital in East Jerusalem. Russia will continue to contribute to this goal by acting as bilaterally and in multilateral fora, including the "quartet" of international mediators. Consider the need for closer interaction between the "Quartet" and the League of Arab States.I would also like to reaffirm our commitment to build the whole complex of partner relations with the Arab League in the spirit of the decisions taken at the Moscow and Khartoum ministerial meeting of the Russian-Arab Cooperation Forum.I wish you fruitful work and all the best.
